This story started last month on JCList Forum, when site member Morgan told her story about her pet cat that was allegedly dumped into the woods by Jersey City Animal Control.

The story spread around and made the newspaper couple of days later. And last night, JC Animal Control was featured in Fox’s Shame on You segment reported by Arnold Diaz.

When Arnold Diaz asked JC Animal Control Director/Supervisor Joseph “Joe” Frank about it, the latter said that dumping an animal in the park instead of rescuing it, is not his or the city’s policy. However, his staff already admitted to the allegation.

Morgan Metius: “I was hysterical. I was freaking out. I mean, we had a crazy snow storm, she’s never been outside.” upon learning that her cat was dumped into the woods.

Animal Control was urged to setup bait traps to catch Daisy. According to the JCList post (see link first par.), Daisy was caught at 5:30AM the following day.

Carol McNicoll, founder of Companion Animal Trust: “I don’t feel that this is necessarily an isolated incident. I really don’t“. She feels that this is not the first time it happened and she’d love to see an investigation of the incident.

But when asked if the incident was isolated, the director said: “I hope so. I believe so.

In addition, Joe Frank said that his department is already investigating the control officers but many feel that it should be done by a 3rd or an independent party to avoid any conflict.

    Joe Frank is in a JC patronage position.  Someone is protecting him.  I had to call 3 times and then hail down a passing police officer before I could get him to come for a stray pit bull that had been dumped in Liberty State Park.    He has had a longstanding problem with Liberty Humane and hates bringing animals there unless forced to.  Just ask Nicole Dawson now of Camden Humane and previous director of LHS.  The story to investigate is how this man got and keeps his job.  JC politics at it’s worst and the animals suffer.

    Dear Sir,
    My daughter recently received a puppy as a gift purchased from ”The Breeders Network” Manalapan NJ. The puppy arrived 11/26/2010 with a certification from the sellers veterinarian “Certifiably fit for sale”. This puppy was issued antibiotics and a de-wormer upon leaving the pet store. I called and questioned them as to why she needed to medications and was told that is “common practice”. I accepted that answer that day.
    The puppy was not thriving as expected. I made an appointment with one of the vets  suggested by the puppy store, she was seen by the vet on 12/01/2010, the vet issued a “Veterinary Certificate of Unfitness”. The puppy was coughing, choking on its sputum, sneezing and not doing well physically. The veterinarian suggested she be seen 2 days later if not feeling any better. She was then seen on 12/03/2010 and hospitalized in intensive care and isolation. Her diagnosis after testing was “Bronchiopneumonia, Leuckocytosis, Neutrophilia, Anemia and Fecal Positive for Coccidia”. She was treated aggressively with anitobiotics etc. and released on 12/06/2010. The veterinarian called to check on the puppy on 12/07/2010 and stated her bloodwork showed she is still very sick and to continue with all the meds prescribed on discharge.
    How dare these people release a puppy on antibiotics and a de-wormer by a sales associate? Is this common practice to release a very sick animal that was $1100.00? Regardless of the price that was paid for her, is this appropriate? The  pet dealer is selling domestic “SICK” animals to the public. This is not acceptable.
    I have been in contact with the ASPCA of Monmouth County and this continues to be an open investigation.
    I want these places exposed. This is not right and now my other elderly dog has been exposed to a very contagious disease.
    Please help us to get justice for these poor animals…. I am willing to testify and provide all my paperwork.

    JOE FRANK SHOULD HAD BEEN FIRED YEARS AGO! THAT PART OF LINCOLN PARK IS CALLED CAT LAND. JOE KNOWS OF IT CAUSE HE WAS THE ONE THAT FIRST INTRODUCED THIS TO HIS JCY GOON WORKERS! FIRE HIM ALREADY! HE HAS FRIENDS AND FAMILY COLLECT REWARD MONEY ON LOST PETS! HE SHOULD BE INVESTAGATED!
